Texas to Ban SNAP Purchases of Candy and Sweetened Drinks Starting April 1, 2026

Starting April 1, 2026, Supplemental Nutrition Assistance Program (SNAP) recipients in Texas will no longer be allowed to purchase candy or sweetened beverages using their Lone Star Cards, according to the Texas Health and Human Services Commission (HHSC).

The new policy prohibits SNAP benefits from being used to buy candy, gum, and sweetened drinks , including beverages containing 5 grams or more of added sugar or any artificial sweeteners. The restrictions also apply to candied, glazed, crystallized, or chocolate- or yogurt-coated fruits, raisins, and nuts.

Gov. Greg Abbott said the change is intended to align SNAP purchases with healthier food options and improve long-term health outcomes for Texans. HHSC Executive Commissioner Stephanie Muth added that the policy aims to encourage healthier eating habits and better nutrition among recipients.

The change follows Senate Bill 379, passed by the 89th Texas Legislature and signed into law by Gov. Abbott. The governor previously requested a waiver from the U.S. Department of Agriculture’s Food and Nutrition Service (FNS), which approved the measure in August 2025.

HHSC is launching a statewide awareness campaign through local offices, social media, and its website. Educational materials are also being distributed to retailers and SNAP stakeholders in both English and Spanish.

SNAP, a federally funded program administered by HHSC, provides food assistance to approximately 3.3 million low-income Texans. Eligible purchases will continue to include essential grocery items such as fruits, vegetables, meats, cereals, milk, plants, and garden seeds.
