Key Reforms Supporting Small Businesses
One of the most significant changes was reducing the business “inventory tax” burden. Voters approved a $125,000 tax exemption through Proposition 9 on the November 2025 constitutional amendment ballot. This measure was a major priority of the Governor’s Small Business Freedom Council, co-chaired by the Texas Association of Business (TAB) and the Texas chapter of the National Federation of Independent Business (NFIB).
In addition, the Texas Secretary of State launched Texas Express, a new expedited filing system designed to streamline business formation. Secretary Jane Nelson stated that the tool ensures Texas can “move at the speed of business.”
